(Used in the referred link). In this paper, we investigate the problem of power control for streaming variable-bit-rate (VBR) videos in a device-to-device (D2D) wireless network. Together they form a unique fingerprint. A low-complexity algorithm is proposed. A VBR video traffic model that considers video frame sizes and playout buffers at the mobile users is adopted. Is one inherently better than the other? An unconstrained variable rate encoder (probably what XLD calls True VBR) is only given a quality target and will use however many bits it needs to reach it.

With a target bit rate, the encoder tries to optimise the bit allocation such that this average is maintained over some longer time window (could be a few seconds) while allowing difficult segments to steal bits from easy ones in order to maximise the overall quality.
With constant rate, every slice (20 ms or so) of music is encoded using the same number of bits. A longer averaging window allows this process to work more efficiently, but also requires more pre-buffering before starting playback. Through simulations with VBR video traces over fading channels, we demonstrate that video delivery with mode selection and power control achieves a better performance than just using a single mode throughout the transmission.
